How does deregulation work?
Deregulated energy gives you the power to choose your electric provider. Much of Texas, excluding Austin and San Antonio, has a deregulated energy provider system in place. Natural gas is not deregulated in Texas.
In deregulated areas, energy utilities are not allowed to own both the means to both generate and transmit electricity. Regulated markets allow for complete ownership of electricity generation and transmission to customers.

The difference between a utility and a provider
The utility company in Texas maintains the means of providing your home or business with that energy.
